 For example: The situation is complicated because too many people are involved.

The reason for the distinction is that difficult focuses on effort, while complicated focuses on complexity. Something can be difficult but not complicated (e.g., running a marathon), or complicated but not difficult (e.g., understanding a family tree).

Figure out means to solve, understand, or work something out, often by thinking or analyzing. It focuses on figuring out the solution or meaning. 

For example: I can't figure out how to fix this computer 

So, find out is about uncovering facts, while figure out is about solving or understanding something.
